Hold in the power button till it shuts off.

It will seem like a VERY long time, but it will go off.  It takes about twice as long holding the button in as you may think it should.

Power the device back on. The Chromebook should come back up correctly.

If this does not work, leave the Chromebook powered on and it may come back up on its own.
